What’s new with the fare reform?

In July 2021 and July 2022, the Autorité régionale de transport métropolitain (ARTM) launched the first and second phase of the fare reform.

July 1st 2023

The ARTM has launched the third phase of the fare reform in which the phasing out of old transit fares is continuing.

 

New fare zones

The entire metropolitan area now has four zones instead of eight.

New transit fare categories

Since July 2021, the number of transit fares has been reduced to simplify fares in the greater metropolitan area.

As of July 1 2022, 332 fares have been withdrawn, including STM, STL, RTL and exo fares, as well as some TRAIN and TRAM fares. All of these fares are replaced by the All Modes fares or Bus fares.

All Modes fares for zones A, B, C and D

All Modes A

This fare allows you to travel on paratransit vehicles and by metro, REM, train or bus within zone A.

All Modes AB

This fare allows you to travel on paratransit vehicles and by metro, REM, train or bus within and between zones A and B.

All Modes ABC

This fare allows you to travel on paratransit vehicles and by metro, REM, train or bus within and between zones A, B and C.

All Modes ABCD

This fare allows you to travel on paratransit vehicles and by metro, REM, train or bus within and between zones A, B, C and D.

Bus fares for zones A, B, C and D

Bus

This fare allows you to travel on paratransit vehicles within and between zones B and C on the same shore.

  • Between the Agglomeration of Longueuil and the southern suburbs
  • Between Laval and the northern suburbs

If you want to travel to zone A or travel from one shore to the other, you must purchase an All Modes fare.

You can also travel on buses in the regular network with this fare.

Out-of-Territory Bus

This fare allows you to travel on paratransit vehicles and on some buses in the regular network within and between zones B, C and D on the same shore.

  • Between the Agglomeration of Longueuil, the southern suburbs and out-of-territory municipalities located on the South Shore
  • Between Laval, the northern suburbs and out-of-territory municipalities located on the North Shore

Good to know

You must have a valid fare for the zone you are departing from, the zones you will travel through and the zone you will arrive in.

Promotional fares

Since July 1, 2021, two promotional fares have been harmonized in the metropolitan area: the student discount and free travel for children.

Student discount 

The student discount allows full-time students aged 18 and up to obtain a 40% discount on monthly passes.

 

Free travel for children (11 and under)

Children aged 11 and under can travel for free* on paratransit at all times in zones A, B, C and D while under the supervision of a person aged 14 and up. This person must have a valid transit pass.

*Conditions for free travel for children

Please note that certain conditions apply to free travel for children, in accordance with the Québec government’s Paratransit Eligibility Policy. Some conditions apply:

  • You may travel with an accompanying person if you obtain authorization to do so upon being granted access to paratransit.
  • You must mention that someone will be accompanying you when making your reservation.
  • The maximum number of children allowed is limited to those registered in your user file.
  • If necessary, please contact your paratransit service for more information on applicable conditions.

Progressive fare increases

The fare reform aims to simplify and harmonize public transit fares for the benefit of all residents of the Greater Montréal area. Therefore, in order to avoid a sudden increase in prices, fares for some transit passes will increase gradually.

In order to avoid a sudden increase in prices, the fares for some passes will be gradually increased over a period of four years until they are similar to an All Modes or Bus fare.

You can purchase your transit fares at various locations throughout the metropolitan area. If you require additional assistance before your purchase or have additional questions, we suggest you contact your transit agency’s customer service department.

No. Due to technological constraints, it is not possible to load all your passes on the same OPUS card.

The OPUS card will be able to support the following fares or passes:

  • All Modes A fares
  • Bus fares
  • Monthly All Modes AB, ABC and ABCD and Out-of-Territory Bus fares
  • Unlimited Evening and Unlimited Weekend passes
  • Old transit fares being phased out as part of the fare reform

All Modes AB, ABC, ABCD and Out-of-Territory Bus 1-trip, 2-trip and 10-trip passes may be purchased on non-reloadable smart cards (available at regular fare only) or on a new, specially marked, free OPUS card. Ask your transportation agency for information on obtaining your new OPUS card.

Yes, tickets withdrawn from the fare schedule on July 1 can still be validated after that date.

The current fare schedule is the result of combining 17 fare schedules (for the former intermunicipal boards of transport and the current public transit agencies) and more than 700 fares. They were particularly confusing in the northern and southern suburbs. The last major reform was carried out in 1998, and the situation has changed significantly since then, including the creation of the ARTM, which is responsible for fares for the metropolitan area. Fare reform became even more necessary with the integration of public transit across the metropolitan area. It will greatly simplify the user experience.

Harmonized reduced fares for children and students

Yes. The fare reform covers all public transit services in the Greater Montréal Area. That includes the paratransit network (e.g., replacement of double fare on paratransit, alignment of free access for children aged 11 and under, alignment of the reduced fare for students).

The transit organizations’ customer service departments are in the best position to answer users’ questions.

As of July 2021, there are four large fare zones:

  • Zone A: Agglomeration of Montréal (formerly zones 1 and 2)
  • Zone B: Agglomeration of Longueuil and Laval (formerly Zone 3)
  • Zone C: North and South Shores (formerly zones 4 to 7)
  • Zone D: Outside ARTM service area (formerly Zone 8)

Following our public consultations in 2020, we decided to base the new zones on city boundaries and geographic regions. This approach takes distance into account and has the added benefit for riders of being easier to understand and to work with, since there are fewer zones.

Zone D represents the municipalities outside of the ARTM territory, but with which the ARTM has concluded agreements in order to offer public transit services to the citizens of those areas.

Yes. Except for Unlimited Evening and Unlimited Weekend fares, which will be maintained, only All Modes, Bus and Out-of-Territory Bus fares will be available after the reform. These will allow you to travel in or between Zones A, B, C or D, depending on the fares you purchase. None of the other fares that were available before the first phase of the fare reform was rolled out in July 2021 will be retained.

All Modes fares are primarily sold as monthly passes and for cash payment.

  • For All Modes A, the weekly passes, 4-month passes and 1-trip tickets (magnetic card) are added to the basic options.
  • For All Modes AB, the 1-trip tickets (paper) are added to the basic options.

Yes. Bus fares allow you to use paratransit services in or between Zones B and C on the same shore.

  • For paratransit trips in or to Zone A (Montréal) (or passing through Montréal), users must have the appropriate All Modes fare.
  • For paratransit trips in or between Zones B, C and D, an Out-of-Territory Bus fare is required.

A fare check may be requested at any time during your trip. Inspectors or other authorized individuals may check if your fare is valid or ask you to confirm how you paid for it.

If you can’t prove that you paid your fare, you may get a ticket and be subject to a fine under our by-law on the conditions regarding the possession and use of transit fares for public transit services in the metropolitan area (French only).

Only municipalities that offer public transit services to their citizens through the following transport organizations are included: exo, Réseau de transport de Longueuil (RTL), Société de transport de Laval (STL) and Société de transport de Montréal (STM).

The digital tool may offer you both All modes and Bus fares. It is important to confirm the modes of transport you will be using to make your journey with the help of a journey planner, such as the Chrono mobile application.  

If your journey can be made by bus only, you can opt for a Bus fare which is cheaper than an All modes fare. Conversely, if more than one mode of transport is required to make the journey (e.g. bus and metro), you will need an All modes fare. 

 

Once you have determined the category of transit fare suitable for your trip (i.e. All modes or Bus), select the type of fare (e.g. single, 2-pass, 10-pass, monthly, etc.) that is most cost-effective based on the frequency of use you are considering. To help you decide, you can visit the webpage Fares and Fares schedules.

This digital tool helps public transport users to select their fares, but it is not a journey planner. It is therefore important to ensure that you can make the journey by bus only before purchasing a Bus fare.

Several mobile applications allow you to obtain a public transit route. The ARTM is developing, in collaboration with public transit organizations, the Chrono mobile application that allows you to plan a trip and much more. 

To simplify the life of users and pricing in the metropolitan area, two categories of Bus fares have been created (Bus fare and Out-of-territory bus fare). Bus fares can be used for travel in one or more zones, at a single attractive fare.

The tool is certainly accessible via the following browsers: Chrome, Edge, Safari and Firefox. Note that it could also be accessible through other browsers, although they have not been specifically tested.
